Member's PF Advance (Form 31) is rejected - SUBMIT CLAIM FOR SETTLEMENT SINCE MEMBER ALREADY ATTAINED 58 YEARS

Following member's PF Advance (Form 31) is rejected.

Member id.: YYYYYYYYYY
Member Name: ZZZZZZZZZZ
Reason for Rejection: 1) MEMBER IS ADVISED TO SUBMIT CLAIM FOR SETTLEMENT SINCE MEMBER ALREADY ATTAINED 58 YEARS 2) CERTIFICATE A/B/C/D/E/F NOT ENCLOSED / SIGNED
Please clarify
1.Do we need to give exit from EPF for above mentioned two members.
2.Will member submit PF Final Settlement (Form 19).
3.What is the solution to get PF Advance claim (Form 31) for this case.
4.Is it possible to get PF Advance through Form 31.
5.How can member enclose, Sign and submit CERTIFICATE A/B/C/D/E/F through Online. Can we submit these certificate in online. (OR) Can we submit these certificate directly at RO, EPFO.
6.Please send copy of CERTIFICATE A/B/C/D/E/F if you have.

either member is non contributory AT PRESENT
or
the mameber has availed form 31 ( para 68NN) once earlier

i am hr for pvt ltd company i have applied pf withdrawn form 31 advance form but its rejected
region not show in portal why it's rejected and i have applied pension form 10c reject.
both are form fill up but its rejected
please give me solution
it a big problem
