If anyone giving resignation - in that case to whom they will give resignation letter?

I want to ask you, that if anyone giving resignation - in that case to whom they will give resignation letter.
For eg . To HR department, to top level management, or to his her department Heads. Please do advice.

so they have to write a resign letter to head of department after that they will submit to HR department ?
