If i join in new job without getting the acceptance of resignation - don't want to work here (PSU)

I am a central govt. (PSU) employee in Delhi. I resigned to my central govt job based on my personal reasons. In my appointment order they have mentioned:
1. I have to pay one month salary or one month notice period for resignation
I applied for an exam after joining central govt (PSU) at the time of application the online application did not take my experience as it was only few months so i had to apply as a non-employee candidate without proper channel and attended the interview and got selected in a new govt job without taking NOC . i gave resignation on my personal reasons with one months notice period. But the resignation has not accepted (some how they got to know about my new job) one month notice period which i gave is over and there is no response from HR they didn't accept or reject my resignation what to do? they did not give anything in writing? Now if i join in new job without getting the acceptance of resignation from the previous employer as the new employer did not ask any relieving letter.
In this case if i cannot get relieving letter from the previous employer, what are the consequences i have to face from the new employer and old employer.
*If i had not followed rules of proper channel then the PSU i am working is also not following as they didnt accept or reject with a reason within a month. literally i don't want to work here (PSU) what to do?
I have only 6 days of time to join new govt job. Kindly help in this regard.

After entering formal paid employment in an organization, one should have a thorough understanding of the conduct rules of the organization applicable to its employees. Particularly, in matters of switching jobs while in service, notwithstanding the sectoral classification of the organization, a serving employee is generally expected to apply for any job within the same organization or elsewhere through proper channel only whether his service is short or long. If he decides in his own wisdom on the basis of his small stint in the existing organization to skip the rule, his action results in suppression of facts to both his current employer and the future employer as well.
Coming to the poster's case, his narration shows that it is only his surmise that the delay in the acceptance of his resignation could be due to the fact of his suppression having come to the knowledge of the management. His final comment turning the tables against the management not accepting or rejecting his resignation so far is only indicative of his frustration.
The interpersonal relationship among employees in PSUs would be generally smooth as individual whims and fancies can not easily surpass the procedural aspects in any given situation. Therefore, the poster can approach the HRD in person and politely persuade a positive action in his favour.

To add to what Umakanthan Sir has said, it is ok to have not mentioned your employment status while applying in new PSU. But you could have informed the employer at the time of going for the interview and all the inconveniences caused could have been avoided.
It is made clear that resignation is not a matter of right of the employee. The establishment reserves the right to accept or reject the resignation. But since you have already served the notice period and there is no response rejecting the resignation, there is less likelihood of rejection of resignation now, being a PSU. They may take their time in processing the request, you can follow up with the HR Department/your boss or HOD as to what is happening.
Although the new employer may not insist on relieving letter, but once your KYC details are logged in for Family Pension Purposes, the new employer will be in a position to know about your employment history.

Now i am in training. really i don't like to work here. i was trying hard for last one year for other options. Now, what should i do i want to leave this PSU. i am asking HR people but no response. if i dont want to work and my file is clear . the mistake of non-proper channel application was actually my unawareness as this is my first job and i dont know exact rules. what are the rules that makes me work against my will. i have not done anything bad to company. i worked hard for exam and why should i leave it.
What would be the consequences if i leave the psu now, from present employer and future employer?

What should i do they are just holding the file? As per company rules, trainee officers request for applying for other job through proper channel will not be considered (there is no point to give through proper channel also). i am feared about my position if they relieve me after joining date of other job finishes.
am i still employee of this company after notice period is over?. what will happen if i dont take reliving letter.
