Ctc breakup - structure his salary so that he will be out of ESIC?

I have some queries related to ctc
Suppose X is getting 22000 as monthly ctc. He is not willing to take esic facilities. How can I structure his salary so that he will be out of esic
Please check the format if it is correct or worng:
1)Basic - 30% of ctc
2)Hra 40% of basic
3)Med allow 1250
4) Con allow 1600
5)Mobile allow 400
6)Special allow
1+2+3+4+5= Gross salary
Gross salary-12% of basic as employees contribution-P.T= Net take home
Gross salary+13.16% of basic as employers contribution=ctc

Since gross is 22k...he is not covered by Esic
