REG. non submission of testimonial by employees

For non-submission of testimonial& past details/ documents of employment by employees, which ways HR DEPTT to proceed?

Dear Rajeev,
Every appointment is provisional only subject to the submission of all the testimonials by the appointee for verification and return by the employer. If one fails, the employer has to simply cancel the appointment - that's all.

Give a written demand for standard testimonials being verified by your office as routine for all new employees with specific date.
In case of failure, cancellation of appointment order can follow.
