Last In, First Out Policy apply when terminating employees in the same role?

Does the "last in, first out" policy apply when terminating employees in the same role or the same department? If I need to terminate 3 employees due to reduced work, do I have to look at who came in last to that particular department & role, or the newest joinees to my firm? Basically, my question is - which of these are the law? Last in to the role of Web Designer, last in to the department - Web Design, or the last employee to be hired in the company.

Thank you. If, however, a manager wanted to reduce his department's strength, can he then follow a last in, first out policy solely for this team?

Think of job rotation for the senior workmen to another department and train them. If successful, then the matter is simple.
