Sources of manpower from associate level (Drivers, housekeeping associates etc) for Hotels?

I recently relocated to Chennai after a long tenure overseas. Can you folks please provide your valuable suggestions on sources of manpower from associate level (drivers, housekeeping associates, etc.) to operational staff in the hotel industry.

I am associated with the hotel industry in Chennai for a long time. Most of the hotels in Chennai hire their own employees for these jobs, and generally, contract workers are avoided. However, a few chain hotels opt for the franchise method.

Direct employment is the common practice in the hotel industry in Chennai and throughout Tamil Nadu.
