Hiring A Foreign National - Do we need any permission from the labour Department?

We have hired a Foreign National for a private limited company for the first time. He has been informed about his selection. An official mail has been sent confirming his selection. He is on student visa, which will be converted into work permit in next 2 months.
My question is: What precautions should we take before he joins us?
Do we need any permission from the labour Department?
