Can two pensions one of central and other of State can be given to a person?

My grandmother is already receiving a pension from the Railways (central.gov) due to the service of my grandfather. My uncle (son of my grandmother), who worked for the geological department (State.gov), passed away. Is she eligible for my uncle's pension? Can a person receive two pensions, one from the central government and another from the state government?

Two pensions are admissible in the above circumstance, provided she is the nominee in the latter case. What about his wife or children??

He took a divorce from his wife (government teacher), and his only daughter is married.

My grandmother was receiving both pensions, but now they are denying, stating that the pension is not admissible.
