NON IBR OIL BOILER - Inspector of Factories told us don't need IBR Certificate as a Form V

Dear Sir..... We Have a Oil Boiler with out using Wood.... Inspector of Factories told us don't need IBR Certificate as a Form V but Our Auditing Team asked Boiler Certificate.....
Kindly Advice me with Boiler act .....
