Government Establishment - Is there any minimum Washing allowance for employees under contract?

1) Is there any minimum Washing allowance for employees under the contract.
2) Is Washing allowance applicable to contract workers of Private contractor working in a Central Government Establishment (Security Guards, Housekeeping etc.)
3) Any official order to support the answers of above questions?
