Canteen Policy - form committee to avoid grievances?

Hiiii All, I am working in Manufacturing company as HR where total manpower is 30th, we have canteen facility although its not in-house as workers are not 250 or more, we outsource daily from caterer, and need to prepare policy and form committee to avoid grievances of all and work in SOP please help.
