Process to file labour return under contract labour act?

Can anyone help me with the process of filing labour returns under the Contract Labour Act? When should the return be filed - is it a half-yearly or yearly return?

Dear Member,

Under the Contract Labour (R&A) Act, 1970, the contractor is required to submit Half-Yearly Labour Returns in duplicate for the periods (01st Jan to 30th June) and (01st Jul to 31st Dec). The Principal Employer is required to submit an Annual Return for the year. The Returns need to be submitted within 30 days of the end of the period. The Principal Employer needs to obtain the Registration Certificate (RC), and the contractor needs to obtain the Labour Licence from the concerned DLC office.

In the Return, both the Principal Employer and the Contractor need to furnish data regarding personnel deployed at the site. If, as a prime contractor, you have deployed sub-contractor(s) and their personnel are also included in your Labour Licence, then you need to include their data in the Return as well.

Please find attached the format of the Return/s. Also, find the format which will help you if you have deployed sub-contractor(s). You can use the data/format as a Principal Employer as well.

* Total number of days during the year on which contract labor was employed
* Total number of mandays worked by contract labor during the year
* Maximum number of workmen employed directly on any day during the year
* Total number of days during the year on which directly employed labor was utilized
* Total number of mandays worked by directly employed workmen
