Kindly tell me what the rights of employees are in case an employer shuts down a start-up or lays off a few employees because of cost-cutting.

How many employees are there? What category of employees are they? Are there any workmen? What is the nature of the business being carried out by the employer? Is it IT, ITES, BPO, or another type? Only then can we discuss the applicability of the ID Act.

Sorry for the misspelling. Yes, I am talking about being laid off. The company is a non-profit organization (NPO). There were a total of 9 people, and now 5 people have been chosen for the layoff.
