Do RWAs Fall Under Exempt Category For EPF And ESI?

Our\'s is a welfare organisation and functions on a no profit no loss basis.
Due to a poor security environment we need to employ a 9 security guards and two managers. All personnel are paid as per state minimum wages.
Do we need to register for labour, EPF and ESI?
