Sir, whether an area is an implemented area or not under Section 1(3) of the ESI Act, 1948 is a matter of fact and difficult to answer correctly by the seniors/experts in this forum. It will be better if you inquire the same from the nearest office of ESIC located in Jamnagar, Gujarat, or from the Regional Office, ESIC, Ahmedabad (Gujarat). You may also search on the internet by inputting the name of the village or town where the Employees' State Insurance (ESI) has been implemented, or follow the guidance provided by Mr. Harsh Kumar Mehta.

We are also a part of Security Services at Jamnagar Reliance Refinery, and till now, ESI is not applicable in this area. If it is applicable, kindly notify me as well.
