Generally 40 to 60% portion is treated as basic salary (where there is no DA) and remaining amount is split in allowances. If your org is in Maharashtra & employs 50 or more workers minimum of 5% of basic should be paid as HRA. To avoid ESI deductions, You may have headung as Conveyance allowance, washing allowance and apportion the rest of amounts on them. For a set of employees doing similar work, quantum of theses allowances can be same, only basic will be different.
