Where Factory Act is applicable Fork Lift Tractor driving not required any license. But peridic training is essential for drivers.
This is more better if drivers have the licence issued by Road & Trafic Officer. Trafic Rules is not applicable in the factory.

You can refer Motor Vehicle Act, 1988,
Section 2 - Subsection (21) “light motor vehicle” means a transport vehicle or omnibus the gross vehicle weight of either of which or a motor car or tractor or road-roller the unladen weight of any of which, does not exceed [7500] kilograms ;
