RTI for authentication of caste certificate submitted for employment

My friends uncle is employed in WB electricity board on the basis of OBC certificate. He is about to retire in next 3 years.He has this certificate right from college in record. One of his relative has filed RTI against him stating the authentication of caste certificate submitted by him for employment. For this he has given ancestral land bill stating their grandfather as general.
The matter is to be heard in departmental enquiry next month. My friend uncle has obtained the caste certificate of the relative filing RTI from his college, which
states him as OBC. Kindly give suggestion what further procedures should be taken care of.
Can there be any issue with it.

Whether the Cast Validity is done from "Authorised Scrutinee Comitee"? If yes, then no one can challenge. If no take take the help of legal adviser.
