Managing Contract Labor ID Cards and Workplace Safety Concerns

I am working in a newly started company, as I discussed in my last post. The company is asking me to release ID cards with my signature to labor contractors and their workers. These contractors are not registered with ESI, making the work risky as they will be involved in tower maintenance, which could lead to accidents or even fatalities.

I need to clarify who will have the authority to sign on the vendors' ID cards and the workers' ID cards. The management is requesting me to sign these ID cards, mentioning that their ID cards should resemble those of company employees. Please assist me urgently as I need to create their ID cards in the coming week.

It's an April 2013 post. No response, surprising.

Firstly, issue an ID card clearly mentioning "Contractors ID" for contract laborers. This will differentiate "direct employees" and "Contractor employees." If possible, have a different color card. Such ID cards issued must be signed by the Manager authorized by the management. In case you are only the next officer to the management, have the signatory on the card named as "Administrator and not your individual name" and have your signature signed. It's not much of an issue. An "ID card" is issued for access to the factory/establishment to accomplish work, which must be returned after completing the work.

I am sure your company management will have the necessary agreement in place with the contractors about their employees' health and safety and other obligations. From what you say, it is absolutely risky to issue any ID card if the contractors have not registered with the appropriate body and have not complied with health and safety regulations for the workers. The onus of responsibility will be on the principal company.
