I think it should go on like this. This is to inform all the employees of XYZ concern that no one will be permitted to take a day off on Mondays except in extreme rare situations. Maybe this will help.

Hi,

The best option would be to make it a part of the policy after obtaining approval from the management committee. Perhaps you can present it in a way that if someone who has opted for leave on Saturday ends up working, then they cannot take leave on Monday. In the event of a penalty, it could be established that if a person takes leave on Friday or Saturday and also takes leave on Monday, then a continuous 4-day leave deduction would apply, and so forth. It would be advisable to consult your senior before implementing or incorporating this into the HR policy.

Please clarify what your intent is exactly:
a. Is it that you do not want the staff to take leave on a specific Monday? OR
b. Is it that they should not avail leave on any Monday?

Dear DsDeep,

Whatever might be your compulsions, it's not legally valid to restrict anybody to avail or not to avail leave. Instead, you can issue a general circular/mail advising "everybody to avail leave only after obtaining prior approval of competent authority except on extreme unavoidable circumstances like accident, ill health, etc., the regularization of which is within the discretion of management. Non-adherence to this stipulation will attract action as indiscipline."

I am also confused about your exact requirement. But if you have to inform everyone, then write it in the 'Circular' form. It can be structured like this:

Circular

To All Employees,

This is to inform you all that Management has decided that from now on, no employee will be allowed to take any type of leave on Monday. In extreme urgent cases, approval from the concerned HOD is required for leave on Monday. Prior intimation to the HR Department is necessary.

If you have any queries, please contact the undersigned.

As a matter of principle, you just cannot impose a restriction that no one can take leave on Mondays. It is unethical. Such restrictions cannot and should not be incorporated as part of the Company's Leave Policy.
