In case of Govt employee there is a code of conduct in each department. Besides Terms and conditions are also mentioned and operate in each department. The service guide lines are also provided by the concerned department from time to time for its employees. Employees are also right to get remuneration ( pay revision from time to time according to the price index). They are also getting social security benefits from the respective department/ Govt.
All the facilites and entitlement affects the finance/ monetary condintions of the Govt , hence it is mentioned in the annual Budget of the respective dept/ Govt.
In case of PSU it is also determined by annual Budget etc. Most of the PSU are controlled by the respective ministry of the Govt. ( etiher central govt or state govt. ). Therefore the same practice is also exercised in most of the cases.
