Please find the rate of minimum wage as per Delhi Shops & Establishment.

It is state by state. You need to search for each state separately. I don't think there is any concept of all India rate.

You are correct, but for any big organization that has a presence all over India, it is difficult to follow the rates of each state. Therefore, they often follow the rates of Delhi, which are consistently on the higher side compared to other states.
