Request you kindly suggest what skills to be consider while doing skill matrix on ems

Ours is Pharma Company and we prepare skill matrix departmentwise and number of activities performed in that particular department.
As per the my experience we should prepare a skill matrix in coloured form against each employee that whether he/she can work independently/train others/needs training/under mointoring
