Salary Slip - Salary Structure

Hi Everyone,
Can anyone tell me how we can frame a salary structure for a consolidated pay.. I suggested one method to Management but they are telling we cannot have salary structure for consolidated pay. I would really appreciate if anyone can help me on this. FYI just assume the consolidated pay is Rs.17000
