How Can We Create a Salary Structure for a Consolidated Pay of Rs. 17,000?

Hi Everyone, can anyone tell me how we can frame a salary structure for a consolidated pay? I suggested one method to management, but they are saying we cannot have a salary structure for consolidated pay. I would really appreciate it if anyone can help me with this. For your information, let's assume the consolidated pay is Rs. 17,000.

Salary Structure Components

Basic:
H.R.A (25% of Basic)
Transport Allowance:
Education Allowance:
Sub. Allowance:
City Allowance:
