Do Labor Contractors Need to File Returns Under Wage and Child Labor Laws?

Dear all, I just want to know whether the labor contractors have to submit returns under the Minimum Wages Act and Child Labor Prevention and Regulation Act.

Yes, they need to submit the CLA Half-Yearly Return before the 31st of this month.
