talk with vendors and tell them about the quatations .all quatations would be on letter head after that make the list of all vendors.and see which gives you higest rate that is the succesfull vendor. its so easy

Dear Rsuh,
The selection of the vendors is depend on the materials, what is RFQ is for then you need to go for the same supplier, instead of going any general trader.
Example - If you have request for steel, then please select multiple steel supplier which is isi, iso standard, then request for quotation, then select accordingly, by quality,price and delivery period.
And please note highest price vendor is not a winner. Select lower price vendor but quality and delivery should be acceptable.

Dear Friend,
Your suggestion not good, its sound like cheating with the company who feeding us and our family.. (in other way can say like illegal)
Then what about the image or reputation of so said employee who takes willing comission unaware of the company.
Is his reputation in Market good, he can able to found another job easily if he try to, due to his commision behavior..
Last but not least - Its depend on the person either to accept or reject the comissions.
