indentification should be mostly by the production department on the technical traning because they know very well about the production area and also the by Maintenace ,quality department.
Second identification from the PMS (Performance Management System )and skill matrix
for example iam working inthe production area my production supervisoe know how well in that area not HR .
HR work only to help with the production department ,plant head to identified the training ,and then create the calender and training arrangement.
soft training like behavour ,skills and other etc is identified by the HR
