EDLI Exemption And Monthly Return

in case of availing EDLI exemption, every establishment is required to file monthly return form 7 IF. so i want to know whether form5 and form10 fulfills the requirement or we also need to file form 7if separately on a monthly basis?????

also if form 7 is to be filed separately, is there any penal provision for not filing the form 7 if????
