First see under which of the Act this employee is entitled to have Sunday as holiday & then go through that Act or Rule to examine the eligibility for this holiday.

if the person is present on monday than sunday will consider as weekly off. If employee is on leave for Thurasday, Friday, Saturday and also he take leave on monday then sunday will not consider as weekly off and he /she must put leave for sunday also.
