i am facing a big problem in recriuiting unskilled labours even if we have contractor. we are not getting proper manpower. day by day matter has become serious. what to do?

in one of our factories, we use a person with good networking amongst labour. he gest us all the labour we need, supervises their work too daily basis. we pay him Rs 5 per worker per day.
other good option is lookout for a good contractor, but ther is a downswing. a powerful contractor may hold the company's production later..
