Developing A Training Policy For An Organisation?

Have a small query.
what are all the issues or topics that needs to be addressed while you are developing a training policy for an organisation?
It will be of great help if somebody could provide me with a sample training policy pertaining to any company

You need to address topics like bond (incase of Overseas Training programs), Travel Rules and allowances (for external training programs), InHouse trainnig programs, Training feedback and evaluation

i did not understand what u meant by saying "methods of program announcements"
