Appears that the file was picked and with right click sent as mail. Pl. resend by calling the file within mail window as attachment.

its not opening only..........i have downloaded many times...my time gets wasted in dpwnloading these files and then they dont open...

Most Of the File Downloaded from CIte HR through other Browsers other than Internet Explorer, doesn't Opens. So just try to download thru Internet Explorer and see how it works.
Infact, It will definately work

I think the comment made by the author is right since I am able to download the same in Internet explorer
Would request others to use Internet explorer for downloading files at CiteHR.
