What percentage of fixed salary is generally given as dearness allowance to a full time employee in any org, private or public?

There is no rule that provides as to percentage of fixed salary must be given as dearness allowance.
Dearness allowance is given to protect pay packet of an employee which is erosion by virtue of inflation.
You can increase basic salary periodically so as to give rise in salary.
