I would like to know:
1. What will be the promotion guidelines for all employees, from top-level executives to office assistants?
2. What will be the basis for a pay hike?

This is for a small company with around twenty employees. Please give advice in this regard.

By way of an answer to your second query, I would state that a comparison on "industry-cum-region basis" coupled with "capacity to bear additional financial burden" should provide you with the guidelines. You may refine the findings by factors like "cost/need to retain", "job analysis to determine the worth of the job, and then an objective performance appraisal system to decide how well the individual qualifies!"

Promotion is an illusory concept. An industry that is not growing fast, not changing, or innovating will, by definition, offer fewer opportunities to grow! But it is found that many individuals equate higher rank and better pay with equation - unfortunately!!
