Karuna, the general recommendation is for HR should not be conducting the performance appraisal discussion with each employee. The strong recommendation is that the employee’s immediate supervisor/manager do this.
It is the supervisor/manager that is responsible for the performance of their direct reports, is in the best position to know past performance and to motivate future performance. The supervisor/manager needs to have a personal relationship with each of their direct reports and this is only hindered if some outside person conducts the performance appraisal discussion.
