I can provide you the list of holidays,2009 for Assam.
January 26,Monday,Republic Day
March 11,Wednesday,Holi
August 15,Saturday,Independence Day
September 28,Monday,Vijaya Dasami
October 02,Friday,Mahatma Gandhi’s Birthday
October 17,Saturday,Diwali

In addition to these we have 2 holidays for the occasion of bihu. I think this will help you a bit as some of the holidays like diwali & holi are common for all.
