I think it woud be necessary to weigh the gravity of the offense. First and foremost you should know better your company policies if you have doubt but it start with a conversation.Approach your boss and make it known your presence.

A CEO is not only an employee but also head of HR IN THE ORGANISATION.how can an employee take action against HEAD of the company?HR manager can not take action against anyone who is above in rank with him.for example if you are a HR manager then you can take action against employee of manager rank only and not above him like AGM,GM OR DIRECTOR.IN ANY ORGANISATION WHETHER IT IS GOV. OR PRIVATE,A JUNIOR CAN NOT TAKE ACTION AGAINST HIGHER RANKS.

i do agree with sam, but i think this issuse has to acclerate to Seniors (Managing director) as action should be taken place for every body in organisation.

I do agree with Amitlokande. If CEO is in the employee status, in the capacity of HR manager you may highlight the issue to the top management (above CEO) confidentially & let them to decide. Nothing else u can do.

CEO is the top most position in the company, They are the thinker & Policy makers. How you casn blame any CEO. while managing people always his core competence.
As per me you have to rethink. if you feel that you are right then it is must that you have a strong reason.

“BOSS IS ALWAYS RIGHT. WHETHER HE IS WRONG OR RIGHT”. A junior can not take action against the CEO, but may highlight the issue to the top management as mentioned by Mr.Prasad.

Hi
Obviously taking action aginist the head of the company is not diffucult but impossible too but nobody is above the policy, in this case you have to know the company's stucture, In most MNCs there are a monitoring body who is looking after the operation in the perticular country and to whom the CEO is reporting to (like HUL ) or if it is under a group ther is one head looking the operation of the group companies (like TaTa grop) otherwise you can bring it to the Board Of Directors depending upon the magnitude of the misconduct. But as a junior you can't take direct action against your top most senior, so it my suggestion to you try to grather enough proof and support of your peers and seriors before you take any action.

As you are a HR Manager, you should know your KRA and KPIs. Also you should be familiar with company policies and hirearchy. Plese jot down all thess on a paper and find your responsibilites. Whom you to report the CEO or any other official.
As a HR Manager you can not take action on any one as it is. Even if you want to take action on lower grade employees you should have report or advice or suggestion in writing from concerned line managers or superviosrs. Based on this you have to investigate it and consult with your boss. In union dominated companies it is very difficult to take action on a labour also. It will affect prodcutivity. Then HR manager will be the scape goat.
Taking action on CEO, by HR manager is not advisable. if the HR Manager possess strong evidence on CEO's activities, you can discuss with cheif of the organisation. If he insists on you can submit the evidences. But it is a litmus test.
