Why Esic Is Not Mandatory In School

Dear All,
Why ESIC is not mandatory in schools whereas PF is mandatory.
Why Staff of school are not getting benefits of ESIC.
ESIC should be mandtory in school, female staff could not getting any benefits from school, like maternity or any other illness.

ESI was originally framed for industrial workers but later on extended to commercial establishments. You cannot rule out the possibility of enforcing ESI in schools.
Provident Fund is in the nature of a retirement benefit and therefore it is made applicable to all including schools and other non trading non profit organisations.
An school management is expected to grant maternity benefits to the women employed therein. There is no exception to it.

Why Labour Deptt is not enforcing ESIC in school. 99% of school are not covered under ESIC. The lower admn staff has taking medical benefits from outside by paying heavy bills.
