Competency Dictionary - Comptency Mapping

Hi All,
I am doing my project in Competency Mapping. For the same I have to build a competency dictionary.
Can you please help me out in the same? As how to build the dictionary?
What is the difference between Behavioural & Managerial Competencies? As I am not able to differentiate them.
