Tracking of employees is difficult, especially if the employees decide to take the organisation for granted, you will have to be very thoughtful in your approach so that the employees donot take your measures in a negative way.
I would suggest you adopt a two prong startegy.
First, as HR conduct sessions where in you adress the employees head on and understand the reasons for their such behavious.
Secondly, take the hepl of IT, insatll smart access cards, which electronically monitor not only in and out time of employees but also give you other MIS in terms of hours of login, break time etc. There are various providers of such services in the market today.
While, this may take time, as a stop gap arrangement and in an scenario like your where employees work in shifts, you can also introduce, attendance/ login hours bonus, where employees who meet specific attendance/ login hours and productivity targets are rewarded.
