u may put up the name of all employees on the notice boardwhose b'day fall in the current month, give them greeting card on their particular day, cut a big combi cake at month end if there are any budget constraints.
u may allow the birthday person to go on half day,

Hi,
U can design B'day policy depending most imp on the Budget available,size of ur Orgn and No. of people working in the org.
U can go ahead n maintain a common display for all the B'day's in the month n celebrate them.
the celebration can be done as per the convenience of all. For eg: If most of the executives travel frequently, then u can fix a day in the month to celebrate the b'day's in the office like Last friday of every month.N celebrate near to closure time/ club with the lunch break.
The org. can have a tie-up with 2-3 gud restaurants in the city n sponsor Dinner for 2 on the day of the B'day. A combined gift can be presented to the person who is celebrating his/her B'day. This can also be used as an oppurtunity to show the employees that we care for them.

Some simple inputs on birth day celebrations at my work place
1. Specially designed Birthday card with the signture of the CEO/Department head along with all other collegues signture in it.
2. birthday wishes letter signed by CEO
3. Sweets package
4. Photo sessions with CEO & other staff and giving him framed copy of the same.
