First and foremost, may I thank you for taking the time and trouble for sending the information Guide. I really do appreciate it.
At first sight you are right and I was wrong.
However, I notice that the Guide was published in 2005.
In the case that I cited the decision was made in 2006; does this mean that the CIC decision supersedes the Guide?
I would welcome opinions of experts.

Whatever may be the judgements the RTI Act has not changed. most of these judgements come out because of lack of knowledge from the applicant side with regards to the act and poor support and guidelines.
The RTI Act 2005 is very clear. Sec 2(f) of RTI Act 2005 clearly says that private bodies are under the preview of RTI Act. please also see the link in which the law minister himself has clarified on this issue.
No proposal to limit RTI Act for private sector: Govt - PTI
More over all private bodies all over the world are in one way or the other is controlled by the respective Governments.
As such all private bodies come under the preview of RTI Act 2005.
