Short Notice period - company has ceased her relieving letter, and considered her case absconding

I am working in a company. 8 months ago, the management told me that they would send me onsite, but they did not, even though there is an opportunity. They want to send some other guy instead of me. So, in this case, what should I do? I feel it's intentional.
