Out here, I don't see much of an issue in drafting a letter for demanding a salary hike, but ideally, the problem is with your demand at the wrong time. Every company has a pattern of increments, and so will your company. Why do you desire before you deserve? When you've got the opportunity to showcase your talent with higher responsibilities, then you must do so and then demand a hike.
It's quite possible that you may get an increment in the middle of the year, but after the next 6 months, the company might not consider you for full increments. Working half-heartedly in such a scenario will also spoil your performance. Your attitude speaks before your work. If the company rejects your demand, it will understand that you may not stay with them for long and hence hire someone else immediately.

The company has not provided any salary increment nor given any excuse for not issuing the salary increment order.
