Hi, this is Shaba Alam. I do have the same issue regarding the HR highlights as in my company. This HR department has been newly set up; the company is very old, established in approximately 1995.
I am facing problems related to the formulation of circulars or notices that are amended by management and forwarded through me. Additionally, I need help with writing or typing/mailing letters to all departments concerning warnings, notices, or any information.

Prasenjit has correctly stated that you need to be specific about your requirement when you post the same here.
Having read your post, it is obvious that you have some limitation in expressing yourself adequately in English. I am therefore taking the liberty of interpreting your query and responding to it as best as I can.
Most official circulars/ letters are by and large repetitive in nature and so you must have a ready template for each type of letter. E.g. an appointment letter or a circular making an announcement of a holiday or overtime
You will have a to make an exhaustive list of the repetitive letters/ circulars that you anticipate you will have to frequently use. E.g. Periodic MIS reports to management or regular reports to the labor office authorities etc.
You must do a search on this site for the input you are looking for and I am sure you will get a large amount of draft letters/ circulars. However, you will have to take the help of someone who is fluent in English to redraft the same to meet your organizational requirements and also ensure that it is well drafted.
When making the templates ensure that changes if any required to customize it are limited to the concluding paragraph as far as possible. This will minimize errors of omission and commission as you will have to focus only on this one para to incorporate the changes required.
