Please find attached herewith Form No. 24 under Contract Labour Act (State). If your establishment cover under the State rule then fill the this. Otherwise your est. cover under central rules then fill the attachment pasted by Mr. Bhaskar.
Please note that there is two rules. The Central rules applied in establishment owned by central govt.

The attached form is the format of employment card to be issued to the contract labourers by the contractor while the member is requiring form 24 half yearly return. Form XXIV is the half yearly return as shown in Central Rules.Form No is not the same in all the States e.g. in Haryana the form for sending half yearly return is XX.We may also come across minor changes in the information required under these different forms. It is therefore necessary to first examine the applicability of the Central or State Rules and if State then which State & then we should go through those applicable Rules to know the form for sending this return to the appropriate Licensing Officer under this Act.

The Mobile No given as login ID for Cite HR is from Andhra Pradesh. In Andhra Pradesh the State and Central Halfyearly and annual Returns are one and same.
I have submitted the same from 2005 to 2009 (05 years). There is no such complaints from JCL Office.
That's the reason I attached the Form XXIV and Form III.
