One needs to carefully design an appraisal system keeping in mind the organization setup, people, presence/absence of KRAs/definition of Job Roles, competency mapping, etc. What you may initially do is view demos which are available online, make up a broad baseline, and then speak to a service/product supplier who may add his experience. You can set objectives for individuals to achieve (KPIs) based on the milestones outlined in the project charter and establish a set of competencies using their job descriptions. Then, you can measure their performance based on these objectives.
