Hi Vivek,
Who are working in factory at worker level (Unskilled) those are called as Blue Collar & Who are working at managerial & above level (Semi Skilled & Skilled) those are called as White Collar.
For legal definition, Your have to refer a Factory Act. 1948.

The terms "blue collar" and "white collar" are not present in the Factories Act. The term "worker," as per the Factories Act, includes everyone working in the factory except the Occupier.
